Stepan Kavan received his Ph.D. at the University of Defense (Brno, Czech Republic) in 2010, when he successfully defended his dissertation on the topic Systematically approach to the solving different cases during catastrophe focusing on humanitarian aid. The title of PhDr. obtained in 2021 at the University of South Bohemia in České Budějovice (Czech Republic) with work on the topic of protection of man and society – development of education in security topics.

As a liaison officer EU he graduated in Civil Protection Mechanism in EU courses (Community Mechanism Induction Course, Operational Management Course, Modules Basic Course, Master Class for Evaluators).

Since 2002 he has been working for the Fire and Rescue Service of the Czech Republic, now he is in the rank of colonel. Over the years, he has held various positions: Director of the director’s office (2021 – till now); Head of Crises Management Department (2016 – 2021); Head of department – Integrated rescue system (2007 – 2015).

In the academic sphere he works as an expert assistant at the Institute of Radiology, Toxicology and Civil Protection, Faculty of Health and Social Studies, University of South Bohemia in České Budějovice and College of European and Regional Studies.
