
Jean-Victor Maublanc, PhD
Professor of Public Law | Senior Research Fellow
Dr Jean-Victor Maublanc is a distinguished French legal scholar specializing in public law, administrative law, European Union law, Food Security law, and the regulation of agriculture, energy, and environmental transitions. He is a tenure-track Professor of Public Law and an internationally recognized expert in the legal governance of agri-food systems, climate risk, and public economic regulation.
Dr Maublanc earned his PhD in Public Law with highest honors (summa cum laude) for his doctoral dissertation on The Market for Administrative Authorizations for Economic Purposes, supervised by Professor Philippe Terneyre. He previously completed advanced research studies in fundamental public law and has been academically qualified for senior university teaching positions since 2017
He has served as a Lecturer of Public Law at the University of Poitiers since 2017 and will assume the position of Tenure-track Professor at the University of Pau and the Adour Region in 2026. His teaching portfolio includes administrative law, European litigation, agricultural and food law, energy law, and sectoral regulation, delivered at leading French and European universities. He has also conducted numerous ERASMUS+ teaching and research mobilities in Slovenia, Poland, and Romania
Dr Maublanc holds significant scientific and administrative responsibilities, including leadership roles within the Institute of Public Law and the coordination of high-level international conferences on climate risk, artificial intelligence, food sovereignty, and energy transitions. In 2026, he was appointed Chair Holder in Food Security Law, established by the French Ministry of Higher Education, reflecting his standing in this strategically important field
His scholarly output includes authoritative monographs, peer-reviewed journal articles, edited volumes, and policy-relevant legal analyses, published by leading academic presses such as LGDJ, Dalloz, Bruylant, and university presses across Europe. His research addresses contemporary challenges at the intersection of law, public policy, sustainability, climate governance, and strategic resources
