The Institute for National and International Security (INIS), together with the Paterson Chair in Security and Intelligence at the University of Bar Ilanis pleased to invite you to an expert webinar dedicated to the newly released U.S. National Security Strategy. This pivotal document signals significant shifts in American global posture. It introduces a new strategic framework with wide-ranging consequences for Europe, the Western Balkans, NATO, and the broader international security system.

This webinar will offer a structured and analytical overview of the Strategy, focusing on its most consequential elements, including:

• Redefinition of U.S. Strategic Priorities and Global Commitments

We will examine how Washington is recalibrating its foreign and security policy goals, the emerging hierarchy of threats, and the strategic sectors where the United States is expanding—or reducing—its engagement.

• A Changing U.S. Approach to Europe and NATO

The Strategy reflects signals of a partial strategic retrenchment, raising important questions about the future of the transatlantic relationship, burden-sharing, and the resilience of NATO’s eastern flank.

• Implications for Eastern Europe and Transatlantic Security

The discussion will address how the strategic realignment affects regional security, deterrence dynamics, military posture, and the political landscape across Eastern Europe and the Western Balkans.

• The Emerging Balance of Power: U.S., Russia, and China

The session will explore the evolving triangle of great-power competition, focusing on how the Strategy envisions managing simultaneous challenges posed by Russia’s revisionism and China’s global ambitions.

• Risks and Opportunities for Smaller States

We will highlight the implications of these geopolitical shifts for small and mid-sized states, including new vulnerabilities, potential areas of leverage, and the importance of strategic adaptability.

Moderator: Dr Darko Trifunovic, director of the INIS

Speakers:

1. Dr Shlomo Spiro, Bar Ilan University

2. Dr Ltc(r) Steve Oluic, INIS Senior Research Fellow

3. Dr.Eleni Kapsokoli, Senior Analyst in the Research Institute for European and American Studies (RIEAS) and INIS
