International scientific conference held at Ivan Frako National University of Lviv, Ukraine, in partnership with the INIS Institute for National and International Security, Belgrade, Serbia. Prof dr Darko Trifunovic had the great honor and privilege of speaking, along with fellow professors and scientists from Lviv University, to H.E. Mr. Kuleba, the former Minister of Foreign Affairs of Ukraine. The conference discussed current conflicts around the world, with a particular focus on Russia’s aggression against Ukraine. It is of utmost importance to understand the Russian hybrid war and the actions that Russia is carrying out in Ukraine, throughout Europe, especially in countries such as Serbia and other countries of the former SFRY. Prof. Dr. Trifunovic’s presentation was on the topic “Indicators of Russian Hybrid War.” Locating indicators of Russian hybrid action is crucial for intelligence services to detect such actions in time and implement appropriate protective measures. The hybrid warfare that Russia is waging across Europe, including the Balkans, is characterized by a combination of military, political, economic, information, and cyber tactics, with a firm reliance on “soft power” and covert activities. There are identifiable indicators that point to the presence and operation of Russian hybrid operations.

On April 25, 2025, the VII International Conference “The Crisis of the Modern International Security System: Changing the Geopolitical Landscape” was launched at the Faculty of International Relations of the Ivan Franko National University of Lviv, with the participation of experts from Ukraine, Poland, Serbia, Georgia, Romania and other countries. The conference was held in a hybrid format, combining face-to-face and remote elements.

Roman Vovk, Head of the Department of International Communications and Digital Diplomacy at the Faculty of International Relations of Lviv University, congratulated the participants on the forum’s opening. Today, we are holding the seventh conference on international security and modern international relations. It is worth noting that since 2008, there have been numerous armed conflicts worldwide, and the security system required specific actions to adequately respond to the challenges and threats that existed at that time. Subsequently, after Russia’s full-scale invasion of Ukraine in 2022, it finally became clear that the international security system is in crisis. And today, this is evidenced by hundreds of thousands of dead Ukrainian citizens, large-scale destruction of cities, and the occupation of a significant part of the territory of our state. Therefore, today, the security situation is forcing most countries in the world to consider their peace and how to enhance their military potential, as well as conclude partnership agreements with neighboring countries. Therefore, today we will talk about the key tasks facing the international community, problems, and ways to solve them,” Roman Vovk briefly outlined the topic of the conference. He called on all participants to honor the memory of the fallen Heroes of Ukraine with a minute of silence.

The acting vice-rector, Oksana Krayevska, made welcoming remarks on scientific and pedagogical work and international cooperation at Lviv University. “The topic of the conference is extremely relevant, because we are talking about the reformatting of the geopolitical landscape. The organizers of the event are leading academic and expert institutions from Ukraine and Europe. Today, experts have gathered in this hall to discuss and rethink the geopolitical challenges facing the modern world. Lviv University highly appreciates the honor of being a platform for professional dialogue on topical international security issues, especially at a time when it is facing serious challenges. In the context of aggravating global challenges and large-scale transformations of the international security system, holding such a conference is extremely relevant and timely. The discussions that will take place within the framework of this event will contribute to the development of new scientifically sound approaches to the formation of a new international security system, analysis of the international situation and development of promising strategies for guaranteeing and ensuring international security”, – Oksana Anatoliivna noted and thanked foreign partners for their support of such initiatives.

At the same time, it is an excellent opportunity to expand contacts and a mechanism for developing new projects for joint research. “The Jagiellonian University appreciates our fruitful cooperation, which has lasted for many years, and we hope to continue holding such important conferences,” Piotr Bayor noted in his welcoming speech and thanked his colleagues from Lviv University for their activity and support of communication.

The Director of the Institute of Political Science and International Relations at Jagiellonian University in Kraków, Professor Adrian Tyszkiewicz, noted the relevance of the scientific forum’s topics. “The conference we are holding raises extremely urgent problems of international security related to the current development of the situation, the crisis, which is outlined in the title of the conference. It is important today to form a certain geopolitical forecast and determine what the course for the formation of a new security system will be, to discuss various scenarios,” emphasized Adrian Tyszkiewicz.

These conferences always have a significant resonance and publicity in the political and academic international environment. The topic is critical, and today we will discuss whether the geopolitical landscape is an objective process or whether we can identify what works regardless of the political will and actions of people. Changes in the international geopolitical landscape affect such changes within Ukraine. Therefore, our first and perhaps most important task is to show that the world, despite personal intentions, develops according to the laws that regulate the evolution of human society. It is also important for us, experts, to show those who make decisions that there are certain red lines that, if crossed, threaten the existence of the human system in general, and to establish new principles for the construction and values of a new geopolitical landscape. It is nice that today our colleagues from abroad will discuss with us,” said Markiyan Zinoviyovych.

The experts then continued their work in the format of a plenary session, during which they discussed several topical topics, in particular, on the early detection of hybrid operations as part of a special war, reparations under the decisions of the International Criminal Court and prospects for Ukraine in the context of the armed aggression of the Russian Federation, the development of the European Union in the field of security, the latest geopolitical challenges in the context of the Russian-Ukrainian war and Donald Trump’s policies, and also raised the issue of the concept of “Digital Diplomacy” as an innovative trend in the context of geopolitical transformations of the 21st century, its institutional and protocol and etiquette dimension.

After the plenary session, conference participants worked in two areas: “Theoretical Principles of International Relations and Security Systems” and “Applied Aspects of International Cooperation in Security.” Among the key topics are the differentiation of the concepts of “war” and “conflict” in terms of Ukraine’s national security, the Russian-Ukrainian war and security scenarios for the Black Sea region, NATO’s global partnerships in a competitive geopolitical environment, the dynamics of Great Britain’s participation in the formation of European security policy and its further transformation in the geopolitical environment after Brexit, the evolution of Ukraine’s security strategy and military diplomacy from Budapest to Ramstein 2014–2025, the nuclear factor in the formation of a new global security system in crisis conditions, international legal principles for the formation of security guarantees to achieve a just and sustainable peace in Ukraine, the Russian-Ukrainian war and the position of the Georgian government, the EU’s security policy, and many others.
