The Institute for National and International Security (INIS) is pleased to congratulate Dr. Jowanka Jakubek-Lalik, INIS Senior Research Fellow, on her successful participation at the prestigious ICON•S Conference.

During the conference, Dr. Jakubek-Lalik presented her paper entitled “Protecting Values or Governing Through Law? Instrumentalisation of EU Administrative Law in the Regulation of New Technologies.”

In her presentation, she argued that the European Union is increasingly using administrative law not only as a mechanism to protect fundamental rights and democratic values but also as a strategic geopolitical instrument to manage uncertainty and strengthen its position in global technological competition. Her analysis highlighted the increasingly blurred boundaries between protection, regulation, and governance in the rapidly evolving field of digital technologies.

The presentation was delivered as part of the panel “The EU in a Fractured World: Balancing Competitiveness and Values in Digital Economy Regulations,” chaired by Magdalena Słok-Wódkowska.
