The Institute for National and International Security (INIS) had the pleasure of hosting Dr. Samuel Ramani, Associate Fellow at the Royal United Services Institute (RUSI), United Kingdom, and CEO of Pangea Geopolitical Risk.
The meeting focused on the evolving European security environment, with particular attention devoted to Russia’s ongoing aggression against Ukraine, the security dynamics of the Western Balkans, and the growing impact of Russian hybrid activities throughout the region.
During the discussion, INIS researchers presented findings indicating that Serbia has become one of the principal targets of Russian hybrid influence operations in the Western Balkans. According to INIS research, approximately 240,000 disinformation items have been disseminated toward Serbian audiences over the past two years through the combat propaganda portal Pravda, operating from the Russian-occupied Crimean Peninsula. Participants also discussed the broader information ecosystem, noting that more than one hundred online portals, television stations, and print media outlets operating in Serbia regularly amplify pro-Kremlin narratives, contributing to the distortion of public perception and attempting to discourage Serbia’s European integration and cooperation with Euro-Atlantic institutions.
The participants exchanged views on the importance of strengthening resilience against disinformation campaigns, foreign information manipulation, and other forms of hybrid threats. They emphasized that effective responses require closer cooperation between academic institutions, think tanks, policymakers, and international partners.
The meeting was attended by Professor Dr. Zoran Dragišić, Professor Dr. Vladimir Tomašević, Professor Dr. Srđan Tomić, and Colonel (Ret.) Saša Stefanović, Secretary General of the Institute for National and International Security (INIS).
The participants agreed to continue their academic dialogue and explore future opportunities for cooperation in the fields of security studies, strategic analysis, and countering hybrid threats.
