The Institute for National and International Security (INIS) proudly participated in the high-level international conference “Full-Spectrum Warfare and the Role of Migration in Modern Integrated Operations,” held on 27–28 April 2026 in Bucharest, Romania, under the auspices of the Hanns Seidel Foundation, the Center for Conflict Prevention and Early Warning, and the Romanian Ministry of Internal Affairs.
The conference took place in the premises of the Romanian Ministry of Internal Affairs, in the presence and with the active participation of the highest-ranking officials of the Romanian Police and security institutions. This institutional setting further emphasized the operational and strategic relevance of the topics discussed.
The event brought together leading experts, policymakers, intelligence professionals, and academics from across Europe, focusing on the evolving nature of security in the context of full-spectrum warfare — a concept that integrates military, political, economic, informational, and societal dimensions of power. Within this framework, migration was examined not merely as a humanitarian phenomenon, but as a strategic factor increasingly embedded in hybrid and integrated operations.
A particularly significant aspect of the conference was the strong and visible presence of INIS, whose members and partners made substantial contributions across multiple panels, reinforcing the Institute’s role as a leading platform in the development of Security Science.
At the forefront, special recognition was given to Prof. Dr. Iulian Chifu, President of the Conflict Prevention and Early Warning Center and a distinguished INIS member, who has been awarded the Grand Gold Medal of INIS for his outstanding contribution to the promotion of Security Science and the development of Security Culture. His role at the conference, including participation in the opening session and moderation of key panels, confirmed his strategic importance within the international security community.
