The Institute for National and International Security (INIS) offers a specialized training program focused on current security challenges in the context of hybrid warfare.
The current security landscape is characterized by a shift from traditional military conflicts to complex, multifaceted actions that combine political, informational, economic, intelligence, cyber, and psychological tools of power. This type of conflict, known as hybrid warfare, has become the dominant form of strategic rivalry in the 21st-century international system.
Hybrid actions particularly affect states with open information spaces, political fragmentation, and geopolitical exposure, such as those in the Western Balkans. Examples of coordinated disinformation campaigns, political influence through media and social networks, the use of energy, migration, identity issues, and social divisions demonstrate that modern security threats go beyond the traditional scope of military and police security.
In this context, the demand for specialized training of experts who understand:
✓ the logic and structure of hybrid operations,
✓ the role of intelligence and information dimensions of conflict,
✓ vulnerabilities of modern societies and institutions,
✓ methods of detection, analysis, and response to hybrid threats.
Conceptually, the program is founded on the Security Science approach, which considers security as an integrated scientific field that examines security issues, threats, and protection measures across all societal domains. In this context, hybrid warfare represents a modern form of high-intensity security threat that calls for an interdisciplinary response.
❖ Modules “Hybrid Warfare”:
✓ Module 1: The Theory and Concept of Hybrid Warfare;
✓ Module 2: Hybrid Operations Actors and Strategies;
✓ Module 3: Information and psychological warfare;
✓ Module 4: Cyber and technological dimension;
✓ Module 5: Political and economic hybrid action;
✓ Module 6: Hybrid Operations in the Region and the World;
✓ Module 7: Detection and analysis of hybrid threats;
✓ Module 8: Resilience and response.
❖ Learning outcomes: After finishing the program, participants will be able to:
✓ Explain the structure of hybrid conflicts,
✓ Identify hybrid operations and actors,
✓ Analyze influencer campaigns,
✓ Assess system vulnerability,
✓ Develop a hybrid threat assessment,
✓ Propose means of resilience strategies.

❖ Place and time of the training:
The Institute for National and International Security’s certified training on “Hybrid warfare” will be held on May 16, 2026, from 9:30 a.m. to 5:00 p.m. at the Institute’s premises – auditorium 3, 1st floor, Vojvode Šupljikca Street 31b, Zvezdara municipality, Belgrade. Parking for motor vehicles, refreshments during breaks between teaching modules, and lunch will be provided for all training participants.
❖ Applications and registration fee:
The application can be submitted via email at office@intelligence-security.rs. Applications are accepted until May 4, 2026. Please include in your application:
✓ First name, the first name of one parent, and the last name.
✓ Status: student (specify the faculty) or employee (company or legal entity where employed);
✓ JMBG or ID card number and who issued it:
✓ Personal email and phone number;
✓ Method of payment of the registration fee: via account or in cash.
The registration fee for the training is 8,000 dinars for students and the unemployed, or 12,000 dinars for employed individuals. Payment can be made to the Institute’s bank account (Recipient: Institute for National and International Security, Vojvode Šupljikca 31b, Belgrade 11050; Account: 160-0000000509761-95 Banca Intesa; Purpose of payment: registration fee) or in cash by May 7, 2026.
