The Institute for National and International Security (INIS) successfully organized the “Executive Certificate in Hybrid Warfare” program in Belgrade, bringing together participants from diverse professional and academic backgrounds for an intensive executive training program focused on understanding modern hybrid threats and the increasingly complex security challenges of the contemporary world.

The program was designed as a multidisciplinary educational platform focused on the evolution of hybrid warfare, including information operations, cyber threats, psychological warfare, strategic influence campaigns, the intelligence dimension of modern conflicts, and models of societal and institutional resilience. Through lectures, case studies, and analytical discussions, participants examined how hybrid operations are increasingly shaping global security dynamics, geopolitical competition, and strategic decision-making.

The training was delivered by Prof. Dr. Darko Trifunović, retired Serbian Army Colonel Boško Zorić, retired Serbian Army Colonel Saša Stefanović, and retired Colonel Prof. Miroslav Mitrović, combining academic expertise, operational experience, and strategic knowledge in security, defense, and intelligence analysis.

Special attention was dedicated to Russian and other contemporary models of hybrid operations, information and psychological warfare, cyber warfare, strategic communication, influence networks, and the instrumentalization of media and social networks, as well as methods for detecting, analyzing, and assessing hybrid threats. The program also examined examples of hybrid operations in Europe, the Middle East, and the Western Balkans, with particular emphasis on the vulnerabilities of open societies and the challenges of strengthening national resilience.

Participants included students, young researchers, members of the security sector, journalists, analysts, and professionals interested in intelligence, cyber security, geopolitics, and contemporary conflict studies. 1. Rationale for the Program

The contemporary security environment is characterized by the transformation of conflicts from conventional military confrontations into complex, multidimensional forms of action that combine political, informational, economic, intelligence, cyber, and psychological instruments of power. This form of conflict, known as hybrid warfare, has become the dominant model of strategic competition within the international system of the 21st century.

Hybrid activities particularly affect states with open information spaces, political fragmentation, and geopolitical exposure, such as the countries of the Western Balkans. Examples of coordinated disinformation campaigns, political influence conducted through media and social networks, the instrumentalization of energy, migration, identity-related issues, and social divisions demonstrate that contemporary security challenges exceed the traditional frameworks of military and police security.

In this context, there is a growing need for specialized education of experts who understand:

  • the logic and structure of hybrid operations
  • the role of intelligence and informational dimensions of conflict
  • the vulnerabilities of modern societies and institutions
  • methods for detecting, analyzing, and responding to hybrid threats

Conceptually, the program is based on the Security Science approach, which views security as an integrative scientific discipline that studies security problems, threats, and mechanisms of protection across all domains of society. Within this framework, hybrid warfare represents a contemporary form of high-intensity security threat that requires an interdisciplinary response.

Existing academic programs in the region generally address hybrid warfare only fragmentarily (within international security, conflict studies, or cyber security), while there is still no integrated, professionally oriented executive program systematically connecting theory, analysis, and practical tools.

The Executive Certificate in Hybrid Warfare was developed to fill this gap through a multidisciplinary and applied approach intended for decision-makers, security professionals, and strategic analysts.
