The first in the country and the region, the Institute for National and International Security INIS accredited the Training Program on the functioning of the national security system.
The best experts/lecturers will participate in the Training Program through five modules with their competencies in the form of knowledge, attitudes and experience for the second year in a row:
I. Security Science, Security System, Propaganda and psychological operations against the civilian population and its impact on national security;
II. The place and role of the Army in the national security system;
III. The place and role of the Military Intelligence Agency and the Military Security Agency in the national security system;
IV. The place and role of the Security and Information Agency in the national security system;
V. Place and role of the Police in the national security system;
“NATIONAL SECURITY SYSTEM”
The National Security Executive Certification provides an understanding of the elements of national security policy theory and practice, processes, and implementation, both at the grand strategy and tactical levels. Significant parts of this program deal with a number of vital current issues of security policy as well as actors of the national security system. Program users are prepared for a career as an analyst and strategist in the state apparatus for national security, but also in the private sector. The program includes a mix of teaching approaches including lectures, presentations and seminars aimed at enabling students to interact with top lecturers and experts in the field of national and international security. Participants will benefit from a combination of theoretical knowledge and extensive practical experience of lecturers from Serbia and the region (panel discussion). The course is concentrated as intensive. Instead of lasting two months, the classes are distributed in such a way as to ensure the maximum for candidates who are employed and who, due to their working hours, can attend classes in the afternoon. In the same way, exceptional attention is paid to teaching units, areas covered, topics and the maximum quality of lecturers.
Program learning outcomes
Participants will demonstrate knowledge of the basic concepts of security science, concepts of the national security system, security management and the role and place of actors in the national security system.
Participants will demonstrate an understanding of the elements of national security policy theory and practice, processes and implementation, both at the grand strategy level and at the tactical level.
Students will demonstrate the ability to evaluate arguments, identify logical flaws, and obtain supporting or corrective information.
Participants will demonstrate the use of clear, effective and persuasive communication.
Attendees will understand how the National Security System works, as well as its key elements such as the role of the military, intelligence or police.

Certification/Confirmation
After successfully completing the Training Program, candidates are required to take a written test. Each candidate has the opportunity to take the test a maximum of three times. If he does not pass the third time, he will be instructed to attend the training again if he wants to receive a certificate of successful completion of the unique training in the region. Each candidate who successfully completes the program and passes the test will also receive a certified certificate containing all elements prescribed by law, including the decision number on national accreditation (Republic of Serbia, Qualifications Agency (JPOA) decision number 62-10/ 2023/4).
Prof. Dr. Darko Trifunović
Prof. Dr. Darko Trifunović, scientific adviser, founder and director of the Institute for National and International Security. Dr. Trifunović is the editor-in-chief of the Security Science Journal. Dr. Trifunović was chosen as a visiting professor at FUDAN University – Center for American Studies, Shanghai, China. Dr. Darko Trifunović is a professor at the Institute for BRI Strategy and International Security of FUDAN University. Dr. Trifunović is a professor at the Shanghai Academy of Social Sciences, research coordinator. Dr. Darko Trifunović is employed full-time at the Faculty of Security at the University of Belgrade. Prof. Dr. Darko Trifunović is a visiting professor at Matej Bel University, Faculty of Political Sciences, Slovakia, and a senior researcher at Bar-Ilan University, Israel. Scientific advisor at the Research Institute for European and American Studies, Greece, Athens. He is a specialist in security studies, intelligence and counterintelligence studies, as well as studies in the fight against terrorism, national and international security. He is a former diplomat (first secretary of the Foreign Affairs Service of Bosnia and Herzegovina at the United Nations). Dr. Trifunović is the representative for Serbia and Montenegro of the International Association for Strategic Studies (ISSA); Defense and foreign publications; and Global Information System. The Shanghai Center for International Studies appointed him as the first foreign expert on security preparations for the Olympic Games (2008) in China. In 2010, he was engaged in the preparation of the World Security Exhibition. Prof. Dr. Darko Trifunović is one of the founders of the International Academic Community for Combating Terrorism (ICTAC). He is the author of numerous monographs, works and articles.
Prof. Dr. Zoran Dragisić
Zoran Dragišić is a full professor and vice dean for development of the Faculty of Security at the University of Belgrade. He is one of the founders of the Institute for National and International Security – INIS. He has been in the National Assembly of Serbia since 2016 as part of the parliamentary group of the Serbian Progressive Party (SNS). He was previously a candidate for the president of Serbia in the 2012 presidential elections. He graduated from the Faculty of Security of the University of Belgrade in 1991, and then obtained a master’s degree (1999) and a doctorate. (2004) at the Faculty of Law, University of Belgrade. Dragišić was one of the founders of Vuk Obradović’s Social Democracy (SD). This party eventually became divided and factionalized, and in January 2008 Dragišić founded a breakaway group called Independent Social Democrats (NSD). In August 2009, Dragišić merged the NSD into the newly formed Social Democratic Party of Serbia (Social Democratic Party of Serbia; SDPS) led by Rasim Ljajić. In October 2011, he was elected as the leader of a new group called the Movement of Workers and Peasants of Serbia (PSS). He is currently a member of the parliamentary committee for defense and internal affairs; deputy member of three other boards; deputy member of the Serbian delegation in the NATO Parliamentary Assembly; head of the parliamentary friendship group with Turkey; and a member of the parliamentary friendship groups with China, Israel, Syria, the United Kingdom and the United States of America. He is a member of the Institute for National and International Security – INIS.
Mr. Goran Matić
Former Federal Minister of Information of the Federal Republic of Yugoslavia. One of the leading experts in psychological and propaganda operations as well as in hybrid warfare. He is the author of numerous monographs and articles on this topic. The two most significant published books in the field of propaganda are “At the Mercy of Angels” and “The Power of Persuasion”. He is nearing the end of an opus of six new books on the origin of propaganda, from its beginnings in the Paleolithic, through the ancient century, to modern times, which absolutely qualifies him as an interlocutor for “Express” on the topic of current events in Serbia, student demonstrations in major cities of Serbia.
Colonel (retired) Boško Zorić
He graduated from the military academy – majoring in air defense in 1988 with excellent results, he completed the command and staff training in 1999 with excellent results, and he completed the general staff training in 2010. propelled artillery platoon PVO 30 mm PRAGUE V3S, commander of light self-propelled artillery battery PVO 20 and 30 mm. Head of the Training Department (also deputy head of the Directorate) – Directorate for Training and Doctrine – General Staff of the Serbian Armed Forces and was the head of the Directorate for Training and Doctrine – General Staff of the Serbian Armed Forces. He is a member of the Institute for National and International Security – INIS.
Prof. Dr. Želimir Kešetović
Graduated from the Faculty of Political Sciences of the University of Belgrade (1984), master’s degree (1994) and doctorate (1999). Worked as an analyst in the Ministry of Internal Affairs of Serbia (1985-1995), professor of sociology and criminology and head of the Research and Development Department of the Police College (1995-2005). Member of the Think Tank for the reform of the Ministry of Internal Affairs after the democratic changes in Serbia in 2000. Deputy editor of the MUP magazine Bezbednost. Docent (2005), associate professor (2009) and full professor (2013) and vice dean (2015) for Crisis Management at the Faculty of Security. Participated in numerous conferences in Serbia and abroad. Author of more than 150 articles in domestic and foreign magazines and seven books: Censorship in Serbia (1998), Sociology (1999), Police Public Relations (2000), Research Work of the High Police School (2004), Comparative Models of Police Training and Education ( 2005), Crisis Management – Prevention (2006) and University Textbook of Crisis Management (2008) and essays in the World Police Encyclopedia (Routledge, 2006), Policing in New Democracies (Faculty of Security Studies, 2007), Police Education and Training in a Global society (Lekington books, 2007) and Combating terrorism and crisis management in the Western Balkans (IOS Press 2008).

Prof. dr. Vasko Stamevski
Prof. Dr. Vasko Stamevski is a full-time professor at the ISU Faculty of Law in Sveti Nikolo. He currently works as a full professor at the ISU Faculty of Law, since its establishment in 2014. He started his police career in the regular police in 1987 and worked in the regular police until 1991. From 1992 to 2001, he worked in the “Tiger” tactical unit for special operations, unit commander, platoon commander and chief instructor of special operations (infiltration of buildings and resolution of crises with hostage situations, attack on a train, bus, car, plane, arrest of enemy individuals, handling weapons: pistol, rifle, sniper, etc.). During that period, he worked as a military tactical training instructor. At the end of 2001, he was promoted to the head of the Department for Special Units of the Ministry of Internal Affairs of the Republic of Moldova, and in January 2002, he was promoted to the rank of major general. He ended his police career with the rank of major general in 2004. From 2005 to 2014, Major-General Stamevski worked on his academic training, and in 2006 he completed his master’s studies in criminal law, and in 2013 he received his doctorate in criminal law at the University of Sveti Ćirilo i Metodije in Skopje. During his professional career, in addition to education, he is the author of textbooks and monographs, as well as more than 50 works in anthologies and international journals. He is also an active participant in international forums, conferences and other gatherings in the field of law and security, organized crime, terrorism and other international threats, etc. In addition to his academic career, he participates as a researcher in several projects for the needs of the OSCE Macedonia. The projects related to analyzes of the situation in certain sectors in the MUP, related to human resources, expertise and readiness, regarding the need for additional education, etc. Stamevski is one of the founders and an active member of INIS Belgrade, Serbia, whose main goal is to improve the process of “scientific diplomacy” in the field of security and global challenges. Currently, Stamevski holds the position of vice-rector for international cooperation at ISU.
Prof. Dr. Rastislav Kazansky
Head of the Department of Security Studies at the Faculty of Political Sciences and International Relations UMB in Banska Bistrica, where he holds lectures, seminars and consultations both daily and externally not only in Slovak but also in English, Serbian… Since 2014, he has been a part-time professor at the Department of Security Studies in the field of international relations. Currently, he is professionally engaged in pedagogical and scientific research activities within Geopolitical theories, Geopolitics of the Central European region, Security policy – theory of conflict, peace and conflict studies. At the same time, he is engaged in publishing activities in the field of theory of international relations, security and history. He is the author and co-author of several monographs, co-author of several collective scientific monographs, textbooks, numerous scientific studies, articles in the field of international relations, political science and history. Actively and regularly attends international scientific conferences in the country and abroad. He was the leading researcher of the UMB UGA grants “Comparative analysis of the development of European regions in the process of building a knowledge-based society.” (Implementation of Access in the Slovak Republic) and co-founder of a series of scientific grants VEGA, the Visegrad Fund and the Center of Excellence, he graduated from Erasmus University Metropolitan in 2010. lifelong learning at the Armed Forces Academy in Liptovský Mikuláš “Creation and implementation of the security and defense policy of the state”. In 2011, he attended lectures at the University of Silesia in Katowice and the University of Defense in Brno. In 2012 and 2013, he taught at the University of European and Regional Studies in České Budějovice and at the University of International and Public Relations in Prague. At the Academy of the Armed Forces of the Slovak Republic in Liptovský Mikuláš, he taught several courses in 2013, among others within the National Security Course, Geopolitics… In 2014, he taught at the partner institutions of the University of Dubrovnik within the Erasmus Plus program and the Faculty of Philosophy of the Palacki University within the CEEPUS scholarship program. In 2015, he attended a monthly lecture and research study at the Faculty of Security at the University of Belgrade. Since the beginning of 2015, he has intensified his teaching activities at partner institutions in České Budejovice, Prague, Olomouc, Kielce, Belgrade, Novi Sad, Podgorica, Mostar, Sarajevo, Dubrovnik, where he regularly conducts lectures and research stays. He is a member of the Institute for National and International Security – INIS.
Prof. Dr. Marco Lombardi
Director of the research center ITSTIME, he is a full professor at the Catholic University of the Sacred Heart, where he teaches Crisis Management and Risk Communication, Theory of Mass Communications, Sociology, Intelligence and the fight against terrorism, Security Policies. He is a member of the scientific board of the Doctoral School, Master of Cultural Diplomacy and School of Journalism. He led several research projects established by the EU, mainly focused on terrorism, security and crisis management. It cooperates with various institutional agencies dealing with security at the national and international level. He is a member of the Government Commission for Combating Radicalization and the Committee for Strategic Policy of the Italian Ministry of Foreign Affairs and International Cooperation. He is a member of the board of “JD – Journal for Deradicalization” (www.journal-derad.com), “Journal of Mediterranean and Balkan Intelligence – JMBI” and “Sicurezza, Terrorismo e Societa – STS” (www. sicurezzaterrorismosocieta.it) .
Prof. Dr. John M Nomikos
The doctor is the director of the Research Institute for European and American Studies, the president of the European Intelligence Academy (EIA) and the founding editor of the journal Mediterranean and Balkan Intelligence (JMBI). He is an assistant professor at Webster University (Athens Campus). He is a member of the Advisory Board for the Master of Security Studies and Information Analysis (MASIS) at the American University in the United Arab Emirates (UAE) and a member of the International Association of Counter-Terrorism and Security Professionals (IACSPSEA). He was an associate professor (2005-2007) at the Department of International Relations at the University of Indianapolis (Athens Kami). He graduated from Northeastern Louisiana University with a BA in Sociology in 1987, a MA in European Integration and Cooperation from Hull University in 1991, and a PhD in International Relations and Diplomacy from Washington International University in 2001. In 2016, he earned a Certificate in Critical Thinking and Effective Writing. by Globalitica LLC, USA. He specializes in transatlantic intelligence studies, intelligence reform and national security architecture. He has researched and studied at various research institutions in the USA, Great Britain, Norway, Finland, Germany and Israel. He has published articles in academic journals and edited (together with Prof. Joseph Fitsanakis) a book entitled: “Intelligence Beyond the Anglosphere: Mediterranean and Balkan Regions” (Research Institute for European and American Studies (RIEAS), March 2017, Athens, Greece) as well as published an article on the topic: “Intelligence and Balkan instability: repeating the past or moving in a new direction?” in the International Journal of Intelligence and Counterintelligence, Vol. 31, Issue 1, 2018 John M. Nomikos led the Greek team in a consortium of five countries (Northern Ireland-UK, Spain, Germany, Bulgaria and Israel) and successfully completed a two-year (2009-2011) European Union-FP7 research project entitled: SAFE COMMS on “Communication strategies in the fight against terrorism in crisis situations for recovery and continuity”. He participated as a Greek expert in the European Union project called TRANSVERSAL BRIDGE (HOME 2012/ISEC/AG/4000004378) on the topic “Emerging threat of transversal terrorist alliances and radicalization of the social climate of the European Union”. The project started in January 2014 and ended in April 2016, managed by the organization AGENFOR in Italy. He is a Certified Master Counter Terrorism Specialist (CMAS). The field of scientific interests includes the history of the Balkans, intelligence services, counterintelligence services, polemology, geopolitics, the fight against terrorism, security studies.

Prof. dr. Vasko Stamevski
Prof. Dr. Vasko Stamevski is a full-time professor at the ISU Faculty of Law in Sveti Nikolo. He currently works as a full professor at the ISU Faculty of Law, since its establishment in 2014. He started his police career in the regular police in 1987 and worked in the regular police until 1991. From 1992 to 2001, he worked in the “Tiger” tactical unit for special operations, unit commander, platoon commander and chief instructor of special operations (infiltration of buildings and resolution of crises with hostage situations, attack on a train, bus, car, plane, arrest of enemy individuals, handling weapons: pistol, rifle, sniper, etc.). During that period, he worked as a military tactical training instructor. At the end of 2001, he was promoted to the head of the Department for Special Units of the Ministry of Internal Affairs of the Republic of Moldova, and in January 2002, he was promoted to the rank of major general. He ended his police career with the rank of major general in 2004. From 2005 to 2014, Major-General Stamevski worked on his academic training, and in 2006 he completed his master’s studies in criminal law, and in 2013 he received his doctorate in criminal law at the University of Sveti Ćirilo i Metodije in Skopje. During his professional career, in addition to education, he is the author of textbooks and monographs, as well as more than 50 works in anthologies and international journals. He is also an active participant in international forums, conferences and other gatherings in the field of law and security, organized crime, terrorism and other international threats, etc. In addition to his academic career, he participates as a researcher in several projects for the needs of the OSCE Macedonia. The projects related to analyzes of the situation in certain sectors in the MUP, related to human resources, expertise and readiness, regarding the need for additional education, etc. Stamevski is one of the founders and an active member of INIS Belgrade, Serbia, whose main goal is to improve the process of “scientific diplomacy” in the field of security and global challenges. Currently, Stamevski holds the position of vice-rector for international cooperation at ISU.
Prof. Dr. Rastislav Kazansky
Head of the Department of Security Studies at the Faculty of Political Sciences and International Relations UMB in Banska Bistrica, where he holds lectures, seminars and consultations both daily and externally not only in Slovak but also in English, Serbian… Since 2014, he has been a part-time professor at the Department of Security Studies in the field of international relations. Currently, he is professionally engaged in pedagogical and scientific research activities within Geopolitical theories, Geopolitics of the Central European region, Security policy – theory of conflict, peace and conflict studies. At the same time, he is engaged in publishing activities in the field of theory of international relations, security and history. He is the author and co-author of several monographs, co-author of several collective scientific monographs, textbooks, numerous scientific studies, articles in the field of international relations, political science and history. Actively and regularly attends international scientific conferences in the country and abroad. He was the leading researcher of the UMB UGA grants “Comparative analysis of the development of European regions in the process of building a knowledge-based society.” (Implementation of Access in the Slovak Republic) and co-founder of a series of scientific grants VEGA, the Visegrad Fund and the Center of Excellence, he graduated from Erasmus University Metropolitan in 2010. lifelong learning at the Armed Forces Academy in Liptovský Mikuláš “Creation and implementation of the security and defense policy of the state”. In 2011, he attended lectures at the University of Silesia in Katowice and the University of Defense in Brno. In 2012 and 2013, he taught at the University of European and Regional Studies in České Budějovice and at the University of International and Public Relations in Prague. At the Academy of the Armed Forces of the Slovak Republic in Liptovský Mikuláš, he taught several courses in 2013, among others within the National Security Course, Geopolitics… In 2014, he taught at the partner institutions of the University of Dubrovnik within the Erasmus Plus program and the Faculty of Philosophy of the Palacki University within the CEEPUS scholarship program. In 2015, he attended a monthly lecture and research study at the Faculty of Security at the University of Belgrade. Since the beginning of 2015, he has intensified his teaching activities at partner institutions in České Budejovice, Prague, Olomouc, Kielce, Belgrade, Novi Sad, Podgorica, Mostar, Sarajevo, Dubrovnik, where he regularly conducts lectures and research stays. He is a member of the Institute for National and International Security – INIS.
Prof. Dr. Marco Lombardi
Director of the research center ITSTIME, he is a full professor at the Catholic University of the Sacred Heart, where he teaches Crisis Management and Risk Communication, Theory of Mass Communications, Sociology, Intelligence and the fight against terrorism, Security Policies. He is a member of the scientific board of the Doctoral School, Master of Cultural Diplomacy and School of Journalism. He led several research projects established by the EU, mainly focused on terrorism, security and crisis management. It cooperates with various institutional agencies dealing with security at the national and international level. He is a member of the Government Commission for Combating Radicalization and the Committee for Strategic Policy of the Italian Ministry of Foreign Affairs and International Cooperation. He is a member of the board of “JD – Journal for Deradicalization” (www.journal-derad.com), “Journal of Mediterranean and Balkan Intelligence – JMBI” and “Sicurezza, Terrorismo e Societa – STS” (www. sicurezzaterrorismosocieta.it) .
Prof. Dr. John M Nomikos
The doctor is the director of the Research Institute for European and American Studies, the president of the European Intelligence Academy (EIA) and the founding editor of the journal Mediterranean and Balkan Intelligence (JMBI). He is an assistant professor at Webster University (Athens Campus). He is a member of the Advisory Board for the Master of Security Studies and Information Analysis (MASIS) at the American University in the United Arab Emirates (UAE) and a member of the International Association of Counter-Terrorism and Security Professionals (IACSPSEA). He was an associate professor (2005-2007) at the Department of International Relations at the University of Indianapolis (Athens Kami). He graduated from Northeastern Louisiana University with a BA in Sociology in 1987, a MA in European Integration and Cooperation from Hull University in 1991, and a PhD in International Relations and Diplomacy from Washington International University in 2001. In 2016, he earned a Certificate in Critical Thinking and Effective Writing. by Globalitica LLC, USA. He specializes in transatlantic intelligence studies, intelligence reform and national security architecture. He has researched and studied at various research institutions in the USA, Great Britain, Norway, Finland, Germany and Israel. He has published articles in academic journals and edited (together with Prof. Joseph Fitsanakis) a book entitled: “Intelligence Beyond the Anglosphere: Mediterranean and Balkan Regions” (Research Institute for European and American Studies (RIEAS), March 2017, Athens, Greece) as well as published an article on the topic: “Intelligence and Balkan instability: repeating the past or moving in a new direction?” in the International Journal of Intelligence and Counterintelligence, Vol. 31, Issue 1, 2018 John M. Nomikos led the Greek team in a consortium of five countries (Northern Ireland-UK, Spain, Germany, Bulgaria and Israel) and successfully completed a two-year (2009-2011) European Union-FP7 research project entitled: SAFE COMMS on “Communication strategies in the fight against terrorism in crisis situations for recovery and continuity”. He participated as a Greek expert in the European Union project called TRANSVERSAL BRIDGE (HOME 2012/ISEC/AG/4000004378) on the topic “Emerging threat of transversal terrorist alliances and radicalization of the social climate of the European Union”. The project started in January 2014 and ended in April 2016, managed by the organization AGENFOR in Italy. He is a Certified Master Counter Terrorism Specialist (CMAS). The field of scientific interests includes the history of the Balkans, intelligence services, counterintelligence services, polemology, geopolitics, the fight against terrorism, security studies.
