The Institute for National and International Security – INIS (hereinafter: Institute) is one of the leading and fastest-growing scientific institutions promoting Security Science. The Institute has over 120 members, world-class experts, professors, and scientists from over 40 countries.
They all integrate their competencies in the form of knowledge, attitudes, skills, and experience concerning the following areas: Security, Intelligence, Counter-Intelligence, Counter Terrorism, Geopolitics, Hybrid warfare, Radicalization and de-radicalization, Nuclear Security, Critical Infrastructure, Cyber Security, Space security and Artificial intelligence security.
The history
The Faculty of Security Studies, University of Belgrade, was established from the Institute, later the Department of National Defense of the Faculty of Natural Sciences and Mathematics, University of Belgrade, in the academic year 1975/1976.
In October 1978, the Department of National Defense was separated from the Faculty of Natural Sciences and Mathematics and grew into an independent institution – the Faculty of National Defense.
In order to improve and monitor scientific achievements in defense, protection, and security in the academic year 1990/1991. The Faculty’s curriculum was innovated, and its name was changed to the Faculty of Defense and Protection, University of Belgrade, later – the Faculty of Civil Defense.
Since May 2006, the Faculty has had the official name University of Belgrade – Faculty of Security.
The Institute of Security Studies was a constituent organizational unit of the Faculty of Security Studies, University of Belgrade. The Institute of Security Studies, with its numerous members and scientific impact, vastly outgrew the Faculty of Security Studies and, in 2018, continued its activities and development independently with a new name: INIS –Institute of National and International Security, keeping strong ties with Faculty of Mathematics University of Belgrade, Faculty of Geography University of Belgrade and with a large number of universities, faculties, and scientific institutes from all over the world, which gives INIS a significant international scientific impact.
The Institute of National and International Security is a Scientific, academic society that promotes Security Science. The Institute was recognized by the Government of the Republic of Serbia, Ministry of Education, Science and Technological Development (registration number: 451-03-2481/2019-14). Also, the Institute has an exclusive contract with the Ministry of Foreign Affairs of the Republic of Serbia to promote the concept of “Scientific diplomacy.”
Academic studies at INIS (undergraduate and graduate studies) ENGINEERING AND SECURITY MANAGEMENT
On the basis of the Cooperation Agreement between the Institute for National and International Security INIS and the Faculty of Engineering Management FIM dated 27.11.2022, the realization and participation of INIS in the teaching programs of basic and postgraduate studies was agreed. The cooperation of educational and scientific institutions in the implementation of higher education programs is useful in many ways. Cooperation partnerships in the field of higher education enable organizations to gain experience in international cooperation and strengthen their capacities, but also to produce innovative results. These are also the basic requirements of ERASMUS+ because INIS and FIM will jointly, through various forms of cooperation, especially through programs such as ERASMUS+ or CEEPUS, be able to broaden their horizons, exchange knowledge and experience with professors, scientists and lecturers with the aim of transferring the acquired knowledge and skills not only to our own students but also to students of other educational institutions.
Cooperation is particularly intensive in the graduate study program ENGINEERING AND SECURITY MANAGEMENT https://fim.edu.rs/en/study-at-fim/graduate-studies/engineering-and-security-management/
The study program runs over one school year and has 60 ECTS.
The aim of the program is to educate and train students in the security field of engineering management in order to acquire knowledge and abilities essential for a comprehensive understanding of the management of complex security business systems based on engineering principles and strategic thinking to ensure technological, economic and social development in the modern world.
E ngineering and Security Management study program combines political, economic, social, psychological and many other aspects of security. The teaching staff, renowned experts in the field of security, conducts a program that provides the necessary knowledge and skills.
Master studies of security at the School of Engineering Management train students to work in the field of security in state administration institutions, media, non-governmental sector, educational institutions, scientific research centers, etc. The training combines acquiring theoretical and practical knowledge through various interactive and creative forms of learning in the field of security systems, political systems, crisis management, political violence and other aspects of integral security. This Department conducts scientific research and practice in institutions and organizations in the field of security, providing students with the opportunity to gain and improve knowledge, as well as establish contacts essential for future employment in the private or state security sector.
The outcome of the learning process
Diploma – Scientific name: Students are awarded a Master’s Degree in Engineering Management from the field of Security
Requirements for admission to the program
The program of study may enroll students in previous academic studies in education who have acquired at least 240 ECTS

“Telephone of the Serbian James Bond”
INIS achieved significant successes in cooperation with colleagues from the Faculty of Mathematics of the University of Belgrade. One of these successes is the participation in the Science Festival for young people, where “Telephone of the Serbian James Bond” was shown. These are three integrated applications used in Intelligence. The idea was to bring mathematics closer to children and young people in a new way and to show all the possible applicability of mathematics in Security Science. The first application is software for recognizing faces and shapes that is integrated with the second application TOC Search or Database of Terrorists and Organized Criminals. The third application is the Application for secure communication with 512-megabit encryption. In order to better show the applications and how they are used, a small feature film was made. For the needs of the film, a fictional scenario was created, the action of which begins in one of the local cafes, where the famous Italian drug dealer Don Spagettone appeared. Teams were sent to positively identify him and inform the security administration about it. After the positive identification, an arrest was made.
The Institute is a scientific society with the aim of promoting the science of security, as such it was recognized by the Government of the Republic of Serbia, with a letter from the Ministry of Education, Science and Technological Development (registration number: 451-03-2481/2019-14), also the Institute has an exclusive contract with Ministry of Foreign Affairs of the Republic of Serbia in the form of “scientific diplomacy“. OID E10352545 is the number of the Institute INIS (Organization ID (OID) is the unique identifier of the institution used for participation in Erasmus+ projects).

Terrorist and Organized Criminal Search DataBase
TOC-search
INIS gathers academicians, researchers, and scholars to share information and expertise through research papers, situation reports, and academic publications for worldwide distribution. It is important to underline that INIS administers the largest public domain research database on terrorism and organized crimes. The TOC-search (Terrorist and Organized Criminal Search DataBase) is a dynamic database that offers comprehensive information on global terrorist networks and helps researchers, analysts, students, and others work to prevent terrorism. INIS’s work and influence as a think-tank was recognized in the National and International frame, which resulted that INIS is only one of his kind which signed Memorandum of Cooperation between the Ministry of Foreign Affairs and the Institute for National and International Security in the area of scientific diplomacy.
