Dr Hiro Akutsu

Hiroyasu Akutsu is a Professor of International Politics and Security Studies at Heisei
International University in Japan. His latest position was Head of Policy Simulation at the
National Institute for Defense Studies (NIDS), MOD, Tokyo. He was also a lecturer at the
Australian Defense Force Academy (ADFA), Canberra, a visiting fellow at the New Asia
Research Institute (NARI), Seoul, a visiting fellow at the Royal United Services Institute
(RUSI), London, a Japan Chair visiting scholar at the Center for Strategic and International
Studies (CSIS), Washington DC, and a visiting exchange scholar at UK MOD’s Development,
Concepts, and Doctrine Centre (DCDC), Shrivenham. He received his Bachelor and Master of
Law from Keio University and his Ph.D. in political science and international relations from the
Australian National University (ANU).
